The rule is not a Monday-to-Sunday week: a calendar week can read comfortably inside the limit while the seven days spanning it are over — which is how people end up in trouble with their school or Immigration without ever having been warned.

How the 28-hour limit is measured

Leave 28 hours between you and the limit. Shift28 measures any seven consecutive days across all of your jobs together, which is what an international office checks and what a calendar-week total cannot show. Shifts that have not been worked yet but are already on your calendar count too, so a planned week is caught before it becomes a breach.
